Tom Sparks
Principal
Tom brings more than 35 years of construction planning, management, and installation experience to Sparks@Play. As the founder of Hunt Valley Contractors, he helped establish one of the Mid-Atlantic region’s leading architectural and decorative concrete contractors. His technical knowledge and extensive field experience provide valuable guidance throughout the planning and construction process. Tom’s leadership helps ensure that Sparks@Play projects are thoughtfully planned, practically executed, and built to provide lasting value for the communities they serve.
Omotayo Oliwo
CFO
Omotayo joined Sparks@Play in 2016 as an estimator and advanced through several leadership positions, including Business Process Manager and Project Manager, before becoming Chief Financial Officer. His cross-functional experience gives him a comprehensive understanding of the company’s financial, operational, and technology needs. Omotayo holds a bachelor’s degree in Accounting and a Master of Science in Management with a concentration in Information Systems and Services. He is passionate about building effective processes that support sustainable growth and organizational excellence.
Isaac Sparks
President
Isaac C. Sparks serves as President of 3705 Holding Company, providing leadership and strategic direction across Sparks@Play and its affiliated operations. He oversees project management, quality control, customer relations, team development, and training while supporting product expansion and service development. Isaac also works closely with landscape architects, engineers, contractors, and developers, sharing practical guidance on the specification, design, and construction of park and playground environments. His leadership is focused on strengthening the team and delivering exceptional recreational spaces for every community served.
Sean Briggs
VP of Sales
Sean has been an integral part of Sparks@Play since 2011 and now serves as Vice President of Sales. During his tenure, he has helped lead many of the company’s most notable projects, earning a reputation for thoughtful design guidance, strong project leadership, and dependable client service. Sean draws on years of hands-on experience to translate each client’s goals into engaging outdoor environments that encourage movement, connection, and play for people of all ages and abilities.
Jason Sparks, CPSI
Sales Representative
Jason brings more than 15 years of experience with Hunt Valley Contractors and Sparks@Play, along with an extensive background in sales and client service. His long-standing commitment has allowed him to contribute directly to the company’s continued growth while helping clients navigate their projects with confidence. Before joining the family business, Jason served three years in the United States Army and earned an associate degree. He approaches every relationship with dedication, responsiveness, and a strong sense of responsibility.
Wilmon H Lee IV
Sales Representative
Wilmon brings a positive, solutions-focused approach to every project and client relationship. He holds a bachelor’s degree in Business Administration and an MBA, combining a strong business foundation with a genuine commitment to excellent service. Known for his determination and can-do attitude, Wilmon works closely with clients to understand their goals, identify practical solutions, and help move projects forward. His professionalism and focus on lasting relationships make him a valued member of the Sparks@Play sales team.
Tyler Hull, CPSI
Sales Representative
Tyler joined Sparks@Play in 2023 with a decade of construction experience and five years of sales expertise. This combination allows him to understand both the practical demands of a project and the importance of attentive, relationship-driven service. Tyler is passionate about helping communities create meaningful outdoor spaces and works closely with clients to move projects from early ideas toward successful completion. He takes pride in delivering thoughtful solutions and building partnerships that create a positive, lasting impact.
Kyle Englert, CPSI
Sales Representative
Kyle joined Sparks@Play in 2025 with over 25 years of experience in construction, consulting, and sales. Based on Maryland’s Eastern Shore, he brings strong local focus and passion for helping communities create safe, high-quality outdoor spaces. Known for his approachable style and commitment to service, Kyle guides clients through every step of the process—from planning to installation—with clarity and care. His goal is to ensure each project is built to last and delivers meaningful experiences for all who use it.
Cade Wall, CPSI
Sales Representative
Cade graduated from the University of West Georgia with a degree in Economics and joined the Sparks@Play team in 2026, bringing a strong background in sales and client relationship management. As a Sales Representative, he is committed to building meaningful partnerships with landscape architects, municipalities, and parks and recreation professionals. Cade is passionate about helping clients move from initial vision to completed project, ensuring each community receives engaging, high-quality outdoor spaces designed to inspire connection and play.
ROBERT LE FEVRE
Sales Representative
Robert Le Fevre is a Marshall University graduate who competed in football throughout his collegiate career before going on to build a successful career in sales. He joined Sparks@Play in 2026, bringing a background in sports flooring where he developed strong relationships with schools, municipalities, and athletic facilities across Virginia. Robert is dedicated to providing exceptional service and works closely with clients to find the right solutions for their projects.
JOHN BRATTEN
Sales Representative
John joined Sparks@Play in 2026, bringing over 20 years of sales and relationship management experience with a background spanning recreational and commercial marine industries and offshore wind support. Known for his client-focused approach, he takes the time to understand each customer’s vision and priorities to deliver the right solutions for their projects. John holds an MBA from the College of William & Mary and is a multi-generational Virginia Beach native with deep roots in Southeast Virginia and the Eastern Shore. His long-standing ties to the region give him an unmatched understanding of the communities and clients he serves.
TJ SPAMPINATO, PLA, CPSI
VP Operations, Hunt Valley Contractors
TJ serves as Vice President of Operations for Hunt Valley Contractors, where he manages daily field operations, coordinates project schedules, and works closely with contractors to support successful installations. He is a registered landscape architect, Certified Playground Safety Inspector, and certified installer of Landscape Structures playground equipment, AquaFlex, and PebbleFlex. Before joining Hunt Valley Contractors, TJ spent seven years in landscape architecture, design, and project management with the Maryland State Highway Administration and previously worked as a landscape designer for Mahan Rykiel Associates.
Jeri Garland
Inside Sales Manager
Jeri joined Sparks@Play in 2024 after graduating from Salisbury University with a degree in Communications. As Inside Sales Manager, she combines strong communication and organizational skills with a passion for exceptional customer service. Jeri supports clients and the sales team throughout the project process, helping coordinate information, maintain clear communication, and create a seamless experience. She is committed to ensuring every client receives the attention and support needed to bring their recreational-space vision to life.
Brett Hooper
Sales Administrator
Brett brings several years of administrative experience and a genuine enthusiasm for working with people to his role as Sales Administrator. A 2017 honors graduate of Towson University, he combines strong organizational skills with a client-focused approach. Brett supports the sales team by helping manage project details, communication, and day-to-day coordination. His goal is to ensure clients receive responsive, reliable support as they move from their initial vision toward a completed recreational space.
Ajah Collier
Sales Coordinator
Ajah graduated from Towson University with a degree in Mass Communications, where she developed a strong foundation in marketing, campaign planning, event coordination, and effective communication. With years of experience in customer service, she joined the Sparks@Play team in 2026, bringing a client-focused approach and a passion for helping turn ideas into reality. Ajah is dedicated to providing thoughtful, high-quality support and helping clients bring their projects and visions to life.
Matt Robertshaw
Director of Marketing & Business Development
Matt serves as Director of Marketing & Business Development at Sparks@Play, leading brand strategy, digital marketing, Salesforce optimization, and programs that strengthen relationships across the Mid-Atlantic. He is committed to advancing play equity and helping create welcoming spaces where his daughter—and children of all ages and abilities—can connect, build friendships, and thrive through the universal language of play!
Audrey Perrin
Marketing Coordinator
Audrey joined Sparks@Play in 2025, bringing experience in marketing and administrative operations along with a business degree from McDaniel College. As Marketing Coordinator, she supports the planning, organization, and execution of initiatives that help share the Sparks@Play story and connect the company with the communities it serves. Audrey’s attention to detail, organizational strengths, and enthusiasm for meaningful work help advance the behind-the-scenes efforts that bring safe, welcoming, and engaging play spaces to life.
