Tom Sparks
Principal
Tom brings exceptional leadership as the founder of Hunt Valley Contractors, the premier architectural and decorative concrete contractor from Delaware to Tennessee. Mr. Sparks contributes his 35+ years of construction planning and installation expertise to Sparks@Play.
Omotayo Oliwo
CFO
Omotayo migrated to the United States from Nigeria to build a new life. A proud husband and father of three amazing boys, he began his career as an estimator with our sister company, Hunt Valley Contractors, in 2016 and quickly advanced to corporate CFO through his passion for process and excellence. He has held several management positions within the company, including Business Process Manager and Project Manager. His educational achievements include a Bachelor’s Degree in Accounting and a Master of Science in Management: Information Systems and Services.
Isaac Sparks
President
Isaac C. Sparks leads 3705 Holding Company as President. In his role, Isaac coordinates, manages, and guides our team while providing comprehensive sales support, including product expansion, service development, customer relations, and product education. As President, Isaac oversees project management, quality control, customer relations, team building, and training. He educates Landscape Architects, Engineers, Contractors, and Developers on how to specify, design, and construct park and playground environments.
Sean Briggs
Sales Manager
Sean Briggs has served Sparks@Play since 2011 and currently holds the position of Sales Manager. Throughout more than a decade with the company, he has led many of Sparks@Play’s most notable projects, building a reputation for thoughtful design guidance and strong project leadership. His ability to translate ideas into impactful outdoor spaces has grown through years of hands-on experience, collaboration, and deep understanding of what makes play environments successful. Sean is passionate about helping clients create spaces that inspire connection, movement, and joy for communities of all ages and abilities.
Jason Sparks, CPSI
Opportunity Manager
Jason has dedicated 17 years to Hunt Valley Contractors and Sparks@Play, bringing 16 years of sales experience to the team. He has witnessed and contributed to the company’s significant growth through his hard work and dedication. Before joining the family team, he served in the Army for three years and earned his AA degree. He continues to excel as a husband, father of three beautiful children, and Opportunity Manager.Daniel Hack, CPSI

Opportunity Manager
Wilmon brings a can-do attitude to the team and consistently achieves his goals. He holds a Bachelor’s in Business Administration and recently earned his MBA. His passion for providing excellent service makes him a valuable member of the Sparks@Play team.

Opportunity Manager
Tyler brings a decade of construction experience combined with five years of refined sales skills, offering a unique blend of practical expertise and client-focused approach to every project. His passion for helping communities drives him to deliver exceptional results while creating positive impacts wherever he works. From selling playgrounds to fostering relationships, he thrives on contributing to the growth and betterment of the communities he serves.
Kyle Englert, CPSI
Opportunity Manager
Kyle joined Sparks@Play in 2025 with over 25 years of experience in construction, consulting, and sales. Based on Maryland’s Eastern Shore, he brings strong local focus and passion for helping communities create safe, high-quality outdoor spaces. Known for his approachable style and commitment to service, Kyle guides clients through every step of the process—from planning to installation—with clarity and care. His goal is to ensure each project is built to last and delivers meaningful experiences for all who use it.
TJ Spampinato
VP Operations, Hunt Valley Contractors
Mr. Spampinato serves as Vice President of Operations at Hunt Valley Contractors, Inc., managing daily field operations of HVC crews and coordinating with contractors on scheduling and management. Mr. Spampinato is a registered Landscape Architect, Certified Playground Safety Inspector, and certified LSI installer of playground equipment, AquaFlex, and PebbleFlex. His work history includes seven years as a landscape architect on design and project management with the Maryland State Highway Administration and as a landscape designer for Mahan Rykiel Inc.
Tom Evans
Business Development Manager
Tom Evans joined the Sparks@Play team in 2024, bringing over 30 years of experience in the construction materials industry. Having held leadership roles in concrete operations, marketing, and promotion, he was recognized with the John Roberts Lifetime Achievement Award for his contributions. His extensive background in industry advocacy and ability to drive growth through strategic alignment make him a valuable asset to Sparks@Play.
Brett Hooper
Sales Administrator
Brett brings three years of administrative experience and enjoys working with people. His goal is to provide our clients with the best care to help them reach their project goals. Since graduating from Towson University in 2017 with honors, he has the skills necessary to handle the world of play.
Jeri Garland
Sales Administrator
Jeri graduated from Salisbury University in 2023 with a degree in Communications. She joined the Sparks@Play team in 2024, bringing passion for exceptional customer service. As a Sales Administrator, Jeri is dedicated to ensuring our clients have a seamless and positive experience, providing them with the support they need to bring their projects to life.
